张掖辖区诉讼案件量增现象的成因分析及对策

An Analysis and Countermeasures of the Increase of Lawsuits in Zhangye

笔者通过对2011年至2013年6月,张掖市各级法院受理一审民事、行政案件的受案、受理前调处纠纷、诉讼中调处裁判及诉讼后上诉及裁判履行情况的数据分析,又经过走访调研,结合张掖市政府法制办近年来在开展执法检查和行政复议案件审理中发现的问题,全面分析张掖市辖区诉讼案件量增现象的成因,并提出相关对策。

This paper analyzes the reason why the number of lawsuits increase from 2011 to the June , 2013 in Zhangye and proposes the countermeasures based on the investigation of the data of civil and administrative cases and the problems found in enforcement inspection and administrative reconsideration carried out by the Municipal Office of Legislative Affairs .
