Analysis and Notion About Significant Reform to Defense Acquisition Policy and Procedures of the US Army

美军于2013年11月25日发布了过渡性国防部指示——《国防采办体系运行》,对国防采办政策和程序进行了重大改革。对该项改革中的采办项目分类经费标准、6种类型采办程序、综合后勤保障规划、经济可承受性、快速采办等进行了深入分析,提出了加快我军装备采购制度改革的对策建议。

The US army issued Interim DoD Instruction,Operation of the Defense Acquisition System,on November 25,2013.In this instruction,policies and procedures on defense acquisition had been significantly reformed.In this paper,standards on the defense acquisition program category, procedures about 6 acquisition programs,all-round logistics support plan,affordability and rapid acquisition of urgent needs are thoroughly analyzed.Based on these analysis,some recommendations about countermeasure to accelerate equipment acquisition system reform in PLA are proposed.
