摘要
基层公务员将社会管理等同于简单的维稳,过分夸大政府在社会管理中的作用和力量,认为解决社会矛盾需要强势政府,社会管理的主要手段是社会控制。基层公务员依法进行社会管理的理念薄弱,这些认知偏差与目前各级政府采取的社会管理具体策略和措施相吻合,但与新型社会管理格局的要求格格不入,亟须通过强化服务理念、培育多元参与主体、依法进行社会管理和构建伦理秩序予以矫正。
The grass-roots civil servants consider simply social management as stability, exaggerate and strengthen the role of the government in social management. They consider that revolution of social contradiction must depend on strong government, and the means of social management should be social control. They faced concept of cognition of implementation of the social management ac- cording to law is not comprehensive. These cognitive biases are consistent with social management strategies and specific measures taken by the government at all levels. Corrective measures include strengthening the service concept, cultivating multiple participants, manage- ment according to law and construction of ethical order.
