领导干部权力观的“为民性”论析

Leading Cadres' Power View on the “For People” Character

权力观是对权力的来源、性质以及权力如何运作的总体看法和基本观点。历史唯物主义权力观认为:在权力的来源上,人民群众是理性和法定上的权力所有者,是权力的主体;在权力的授受上,人民群众是授权者,党是受人民群众的委托行使权力,领导干部是人民的公仆。因此,在社会主义国家领导干部的权力具有天然的为民性。领导干部权力观的为民性具有理论合理性、现实必要性等重要意义,领导干部只有树立为民性的权力观,正确认识手中的权力,谨慎运用手中的权力,才能在实践中切实做到"为民、务实、清廉"。

The concept of power is the basic view about the source,the character and the way of the power operation. Historical materialism thinks： in the view of power source, the people are the rational and statutory power owner, are the subject of the power; In the power＇s authorization ,the power is authorized by the people. The party is entrusted by the people and exercise the power, and lead- ing cadres are public servants of the people. Therefore, leading cadres＇power has the natural ＂for people＂ character in the socialist countries. Leading cadres＇ ＂for people＂ power view has the rationality, necessity and significance of theory. Leading cadres should have the power view of ＂for people＂, should understand the power in the hand correctly, prudently use their power, practice effectively and achieve ＂for the people, pragmatic, honest＂.
