摘要
归绥城所处的地理位置、地形条件及其降雨特征,具有潜在的致灾性。在明清小冰期的气候背景下,自明末以来的持续经济开发活动与大青山的植被覆盖变化间存在着极大的相关性。经济活动导致大青山及其山前地带植被覆盖大为降低,在某种程度上破坏了自然的调节机能,激化或加剧了自然环境潜在的致灾性,使归绥城市发生水患的机率相对增大。水患与环境相互反馈,频发的水患加剧了大青山的水土流失,破坏了植被再生的基础。
The surrounding eco - environment is one of the crucial factors that affect the safety of a city. Since the late Ming Dynasty, due to continuing unreasonable regional development, the vegetation degradation in the alluvial fan area on the front slope Daqingshan Mountain caused serious water and soil loss for the natural ecologipredispositions of the geography, topography, rainfall characteristics and drainage system, which increased flood probability in Guisui City.
