摘要
体育社团是顺利实施全民健身的重要阵地,是构建社会主义和谐社会的途径之一。通过研究认为当前黑龙江省体育社团存在:定位不清,发展迟缓;缺乏政府关注度及相关法律法规的保护;经费严重不足,资源配置不合理;自身结构不完善,缺乏专业化的指导和管理等现状。提出提高认识,发挥黑龙江省体育社团的重要作用;完善法规建设,加强政策监管力度;多方筹措资金,加大培育、扶持力度;深化改革,加强体育社团的自身能力建设等发展对策,为促进体育社团的良性、健康发展,构建和谐社会提供理论依据。
The sports association is an important field for well developing the national fitness,is a path of the socialist harmonious society construction. The paper thinks that the current situation of Heilongjiang sports association relates to unclear orientation,slow development,lacking government attention and legal protection,poor fund,unreasonable resource allocation,imperfect structure and lacking professional guidance and management. As a theoretical reference for well developing the sports association in the harmonious society construction,it suggests some development countermeasures such as deepening the understanding to exert the role of Heilongjiang sports association,perfecting the legal construction to enhance the force of policy regulation,having various financing to enlarge the support, deepening the reform to improve the sports association＆#39; own capacity.
