特殊措施在向家坝水电站移民安置实施中的应用

Application of special measures in resettlement of Xiangjiaba Hydropower Station

向家坝水电工程建设征地移民安置工作量大、历时长、涉及面广,且实施期正逢国家水电工程移民安置新老政策交替之时。为使移民安置工作满足工程建设进度要求,结合移民安置实际情况,在实施过程中,采取了移民先行搬迁过渡、对部分项目工程实施项目业主代建及施工总承包制措施,同时强化上级政府对移民工作的监督和指导,并不断完善移民安置工作的现场协调机制等。针对各种措施中存在的问题,提出了相关处理建议。经各方的共同努力,使移民安置工作得以顺利推进,为电站顺利下闸蓄水发电提供了有力保障。

The land acquisition and resettlement for the construction of Xiangjiaba Hydropower Station is characterized as heavy workload, long period and wide coverage and its implementation is at the transitional time from old resettlement policies to new ones. In order to guarantee the resettlement progress to meet the project construction schedule, according to the practical resettle- ment condition, some special measures are taken, including transitional resettlement, implementing project construction agent system by owner and EPC, strengthening supervision and guidance for the resettlement by the governments at a higher level and continuously improving on- site coordination mechanism, etc. In this paper, the advantages and disadvantages of various meas- ures are analyzed and correlative improvement suggestions are put forward. With the co - effort of related parties, the resettlement progresses smoothly and provides powerful guarantee for the reservoir impoundment and power generation of Xiangjiaba Hydropow- er Station.
