中美政府对私立(民办)高校的管理手段比较及启示

China and the United States Government Management of the Private Colleges and Universities Means of Comparison and Revelation

改革开放30余年来,我国高等教育取得了长足的发展,高校规模从稳定发展到快速扩张,在较短的时间里实现了由精英教育转变为大众化教育。在这一转变过程中,我国民办高校发挥了重要作用,为我国高等教育实现大众化做出了巨大的贡献。然而,民办高校却并没有获得相应的收益,大多数民办高校发展缓慢,甚至举步维艰。这其中很大一部分原因,就是政府未能很好地承担起实现民办高校发展的相关责任。与之相比,美国私立大学在发展过程中,得到了美国政府的大力支持。文章通过相关文献的搜集、整理结合美国政府在美国私立大学发展中所做的基本工作来讨论当前我国政府在民办高校发展中所应扮演的角色。

For more than 30 years of reform and opening - up, our country higher education has been a rapid development, the scale of colleges and universities from the stable development of the rapid expansion,in a relatively short time achieve the change from elite edu- cation to popular education. In this transformation process, our private colleges and universities play an important role, for China＇s popu- larization of higher education to achieve made great contributions. Private colleges,however, did not get the corresponding returns, most of the slow development of private colleges, even struggling. Which a large part of the reason, is the governments failure to properly take responsibility about the development of the private colleges. By contrast, in the process of development of private universities in the U- nited States, from the us government＇s strong support. In this paper, on the basis of collecting and organizing the literature combined with the U.S. government in the development of private universities in the United States has done the basic work to discuss the current our country government should play a role in the development of private colleges.
