公众环境权与城市审美走向研究

Research of the Public Environmental Right and Urban Aesthetic Drientation

环境权是在城市化过程中产生的新型权利,对其行使主体的差异影响着城市审美的最终走向。研究结果表明,性别和不同居住年限并非影响城市审美问题的关键因子;不同学历层次和不同职业的规律相似,在认为城市环境趋于合理的群体中,"硕士及以上"学历和"私企业主"所占的比例最低(P<0.05);认为城市环境趋于恶化的人群中,高收入人群要显著高于低收入人群。城市审美的发展,需要综合考虑不同年龄、不同学历、不同职业以及不同收入间的主体差异,建立公众环境权制度。

Environmental right is a new right generated during the process of urbanization.However,different subjects exercising sucha right may affect the ultimate urban aesthetic orientation differendy.The results show that more than 70％ of the publichave no knowledge of low-carbon economy required for industrial parks.The public still expect the companies to achieve the environmental targets in a better way by utilization of policy incentives or economic leverage.＂Gender＂ and ＂residence years＂ are not the critical factors affecting urban aesthetic.Different education levels and different occupations show a similar trend.Among all the groups who think the urban environment tends to get reasonable,people with ＂master degree or above＂ or being ＂private-owners＂ share the lowest percentage.Among all the groups who consider the urban environment tends to get worse,people with higher income share more percentage than those with lower income significantly.Therefore,with regard to the urban aesthetic development,the main differences in ages,educations,occupations and incomes should be taken into an integrated consideration and a system of public environmental right should be established.In this way,eco-city will be developed in a harmonious way.
