对口支援法律制度的完善,包括路径选择和立法设想。在对口支援立法的构建中,应确立以支援方与受援方"权利"和"义务"为根本内容的法律运行机制,使"权利"和"义务"机制成为贯穿对口支援立法的主线,同时积极探索法治规范下的对口支援法律制度的立法重点和综合性立法体系的建构。

This paper discusses optimization of the legal system of targeted aid including route selection and legislation. In constructing targeted aid legislation, the legal operation mechanism should be established with rights and duties of both supporting party and the recipients as the basic contents and based on this mechanism, active explorations should be made into the legislative focus and comprehensive legislative system construction of the targeted aid legal system under the rule of law.
