Management Mode of Natural and Cultural Heritages:Analysis of Framework and Selection Reference

囿于不同的出发点,学界对于自然文化遗产管理模式存在三种争论。这一问题的实质是针对公共资源治理模式的选择。对"SCP"范式加以修改,并以美澳日三国国家公园为例,基于静态比较解释三种争论背后暗含的三种管理模式各自存在的合理性,在此基础上,提出自然文化遗产管理模式的四条选择基准。

Constrained by different perspectives, there are three kinds of argument in academia on the management mode of natural and cultural heritages. The essence of the problem lies in the selection of the management mode of public resources. Based on a statically country - specific comparison of natural parks in American, Australia, and Japan, the paper puts forwards a revised SCP paradigm for the explanation of rationality of the three modes implied by the three arguments, followed by four selection references about natural and cultural heritage management modes.
