摘要
中国民办中小学对于基础教育的价值既是"数量补充",更是"功能补充",兼具实现教育公平与教育效率的双重价值。这就形成了我国民办基础教育的二元结构,即实现"功能补充"价值的高端学校与实现"数量补充"价值的低端学校的相容共存。对这两类学校实行不同的管理,形成了民办基础教育的分类管理体制。
The value of private schools lies in the“added quantity” and“functional supplement” for the basic education in China, which helps to realize education equality and education efficiency. That forms the dual structure of China’ s private basic education, i. e., the co-existence of high-end private schools as the functional supplement and low-end private schools as the added quantity. Different management for the two kinds of the private schools formed a classified management system of private basic education.
