服务贸易与服务产业的协调:现状、问题与建议

The Coordination between Trade and Industry in Services:Current Status,Problem and Suggestions

改革开放35年来,中国服务贸易与服务产业发展总体协调,服务贸易政策和服务产业政策取得了巨大成效。但从具体行业看,仍然存在制约服务贸易和服务产业协调发展的政策性障碍。以具体服务行业为分析对象,可梳理总结服务业开放政策、服务业出口政策与服务产业政策不协调的方面及具体表现。相应地,从体制机制、开放与改革、对外资开放与对民资开放、引进来和走出去、国内市场与国际市场相结合等方面,可提出加强服务贸易与服务产业协调发展的对策建议。

The paper indicates that China＇s coordinated development of trade and industry in services is good, and China has gained success in the policy making since 1978. But from the view of the specific service industry, there are still many obstacles which constraint the coordination development. The paper introduces the uncoordinated aspects in service trade and service industry development. Then, it proposes suggestions to strengthen coordination in services trade and industry development from institutional mechanism, reform and opening-up, foreign company and private enterprise, bringing-in and going-out and the domestic market and international market.
