改革开放以来农村基本经营制度的内涵演变

Connotation Evolution of Basic Operation System in Countryside since Reform and Opening

双层经营体制是我国改革开放以来所确立且至今仍在坚持实行的农村基本经营制度,但其内涵并非一成不变而是与时俱进的。当前,构建新型农业经营体系并不是否定双层经营体制这一农村基本经营制度。中央通过对双层经营体制的内涵不断作出调整,使其契合农村改革发展情势,亦使当前构建新型农业经营体系成为坚持和完善双层经营体制的题中之义。无论是坚持和完善双层经营体制,还是加快构建新型农业经营体系,都是要在坚持家庭经营的基础性地位的同时,加强统一经营,有效解决农民组织化程度低、小生产与大市场衔接不畅的问题,从而真正实现"统分结合"。

The dual operation system ,established since the reform and opening ,remains in function as the basic operation system in rural areas although its connotation has been changing .Now,to construct a new agri-cultural operation system is not to negate the dual operation system as the basic operation system in the coun -tryside .By constantly adjusting explanation of the connotation of the dual operation system ,the central commit-tee means to make it fit the rural reform development ,and make“to construct a new agricultural operation sys-tem”the nature of policy on upholding and improving the dual operation system .Whether to uphold and improve the dual operation system or to construct a new agricultural operation system ,what needs to do is ,on the basis of insisting on the basic position of household operation in agriculture ,strengthen the centralized operation and effectively solve problems such as low degree of organization of farmers and bad connection between small -scale production and big market so as to achieve“the combination of centralized operation with decentralized operation”.
