新疆南疆三地州将在2020年与全国同步全面建成小康社会——经济发展专题研究

Economic Issues on Developing a Well-Being Society in an All-Round Way Synchronizing with Other Provinces in China in the Three Prefectures in South Xinjiang by 2020

全面建成小康社会是今后五年发展的主题和基本任务。文章立足于国家、地方政府重大需求,对新疆南疆三地州与全国同步全面进入小康社会经济发展专题进行研究,构建了全面建成小康社会评价指标体系,并对新疆南疆三地州2000—2011年的指标数据进行监测,对2012—2020年小康社会实现程度进行预测。研究显示:2011年全国全面建成小康社会的综合实现程度为82.64%,已初步实现小康社会;新疆综合实现程度为68.65%,尚未实现。到2020年,新疆小康社会的综合实现程度为82.28%。其中,克州综合实现程度为84.86%,和田综合实现程度为73.88%,喀什综合实现程度为89.53%,可基本实现全面建成小康社会。最后,提出"投入倍增"、"内地第三产业前移新疆"、"收入倍增"、"稳定控制人口过快增长"、"南北疆应实行差异化发展"等对策建议。

To build a moderately prosperous society in an all-round way is the theme and the basic task for the development in the next five years. Based on the major needs of the national and local government, this paper did research in the economic issues on developing a well-being society in an all-round way synchronizing with other provinces in China in the three prefectures in South Xinjiang. It formulated an evaluation index system to monitor the data of the three prefectures from 2000 to 2011 and forecast the realization of moderately prosperous society from 2012 2020. The results showed that by 2011, the national comprehensive realization degree of developing a moderately prosperous society in an all-round way is 82.64%, and Xinjiang 68.65% which is not yet fulfilled. By 2020, the 82.28% in Xinjiang, 84.86% in Kizilsu Kirghiz Autonomous Prefecture, 73.88% in Hotian, and 89.53% in Kashi Prefecture mean basically a realization of developing a moderately prosperous society in an all-round way. Finally, this paper put forward suggestions for an earlier realization： investment multiplication, the third industry transfer of inland China to Xinjiang, income multiplication, control of population increase, and differential development in Xinjiang.
