智慧城市发展的机遇和挑战

Opportunity and challenge of Smart City development

智慧城市概念自2008年诞生以来,已经成为我国城市信息化发展的主导方向。科学技术部、工业和信息化部、住房和城乡建设部、国家测绘地理信息局等相关部门纷纷开展智慧城市试点示范工作,更多的城市也积极加入到智慧城市建设的行列。与此同时,相关的问题与挑战也逐渐显现。文章首先从技术、应用和社会等3个层面分析智慧城市的概念框架,然后讨论智慧城市发展的国家政策支持机遇、技术发展驱动机遇和社会发展牵引机遇,最后讨论未来智慧城市发展可能面临的规范标准构建、管理机制创新和投融资效益方面的挑战。

Since the concept of Smart City was born in 2008, it becomes the leading direction of urban information development in China. The related departments such as Ministry of Science ＆ Technology, Ministry of Industry ＆ Information Technology, Ministry of Housing ＆ Urban-Rural Development and National Administration of Surveying, Mapping and Geoinformation carries out experimental work about Smart City demonstration in many cities. Meanwhile, the related issues and challenges happen. Based upon this situation, firstly, the framework of Smart City was analyzed from the aspects of technology, applica- tion and society; then, the opportunity of policy support, technology driving and social guidance for Smart City development was discussed; at last, the challenges of Smart City from criterion establishment, management mechanism innovation and investment and financing benefits were explored.
