Cost Exploration of City Garbage Classification Policy from the Perspective of Benefit

与日俱增的垃圾围城危机迫使城市管理者不断探索有效的垃圾分类机制,而实际上,已经实施10年之久的垃圾分类政策却不见成效。较高的决策成本、监控成本、保证成本、组织成本、灰色成本、阻滞成本是政策失效的原因。构建良性机制、借助民间力量、完善监督机制,是提高垃圾分类政策执行效益的有效途径。

The increasingly serious gabage crisis around the city forced city governor to explore effective garbage classification mechanism. However, the garbage classification policy which has been conducted for 10 years is not effective. High decision-making cost, monitoring cost, guarantee cost, organization cost, grey cost and block cost are the reasons for ineffectiveness. Building good mechanism and perfecting monitoring mechanism are the effective means to raise the executory benefit of gabage classification.
