摘要
由于大量无痕迹、瞬时性违章行为的存在,导致依靠安全检查以及违章行为产生后对行为人进行惩罚,难以实现对违章行为的控制。陈四楼煤矿在积极管理理念的引导下,构建了以积极安全自主管理、基层团队管理、制度环境及激励管理为主要内容的安全管理体系,从触发员工对企业的归属感和对安全工作责任感的角度,促使员工自觉实施安全行为,加强了对不安全行为的前馈控制效果。
Due to a large number of no traces and transient violations, it leads to that relying on safety post check and punishing illegal behavior of the perpetrator is difficult to achieve control violations. Under the guidance of the concept of active management, Chensilou coal mine built a positive self- management safety, positive safety grassroots team management, positive safety environment and posi-ive incentive management system as the main content of the safety management system for enterprise employees from triggering a sense of belonging and a sense of responsibility for the safety point of view to prompt employees to implement safety conscious behavior, unsafe behavior improved feed -forward control.
