中国是一个拥有众多归侨侨眷和海外侨胞的国家,基于这个群体的特殊性,从立法角度,对归侨侨眷的权益加以保护就显得尤为重要。《中华人民共和国归侨侨眷权益保护法》作为侨务法律体系的核心,较好地维护了归侨侨眷和海外侨胞的权益,但随着世情、国情、侨情形势的发展变化,该法的生存环境和实施效果遇到了挑战,以为侨服务为出发点,重新定位该法已成为时代发展的趋势。

The law of the People~ Republic of China to Protect the returned Overseas Chinese Rights and Interests as the core of the legal system of overseas, better safeguards the rights and interests of the returned overseas Chinese and overseas Chinese, but with the change of the international and domestic conditions and the development and changes of the returned overseas Chinese situation, living environment and effect of the law have met challenge. Taking serving＇the overseas Chi- nese as a starting point to reposition the law has become the development trend of the times.
