In the process of the medical security system reform, Xiamen city has promoted the construction of supplementary medical insurance system from the perspective of embeddedness. It has been positively explored in the aspects of connecting with basic insurance, funding basis, scope of protection, control of risk and the way to take the advantage of commercial insurance companies in medical security system. Based on these practices in Xiamen City, this article analyzes them from a unique point of view.
