Overview and Application Analysis of Technology Foresight in Science and Technology Management

主要介绍了技术预见基本理论、应用方法和基本流程,综合分析了日本、德国、韩国、英国等国家的技术预见方法应用实例,概括研究了技术预见对我国科技管理的促进作用,最后围绕科技管理效率的提高,提出利用技术预见思想科学选择优先发展领域和重点项目、合理构建专家团队及创新网络、探索建立合作创新工作机制及平台、加强规划制定质量和实施效果评价的措施。

The paper mainly introduced the basic theory of technology foresight, application methods and basic process. The application cases of technology foresight in Japan, Germany,the UK, etc. were analyzed comprehensively. The promoting function of technology foresight on the science and technology management in China was summarized. Finally, focusing on the improving of the efficiency of science and technology management, some implications were offered, which includes of choosing priority development field and key projects, building the expert team and innovation network, establishing the mechanism and platform of collaborative innovation, strengthening the evaluation of the plan development and its implementation.
