摘要
当前,如何应对气候变化已成为国际热议的话题。作为全球温室气体的主要排放国家,中国一直负责任地履行在此问题上所做出的承诺,并在"十一五"规划提出了单位GDP能耗降低20%的强制性指标。虽然全社会已就碳减排的深远影响和现实意义达成共识,但面对碳排放行业的诸多实际困难,我国在碳减排领域依然承受着巨大的压力。本文基于我国现行CCER交易的法律法规和公开二级市场交易信息,提出了控排企业以地方二级市场为平台进行CCER掉期交易的操作方法,并对其进行了风险和价值分析,为企业节能减排、降低合规成本提供了思路。
Nowadays, climate change is becoming an international hot topic for discussion. As a major GHG emission country, China was always responsible to its commitments regarding this issue,and has made amandatory targetin the ＂Eleventh Five-Year Plan＂for a 20% reduction in energy consumption per unit of GDP. Although the society has reached an agreement on the further meaning and influence of emission reduction, China still faced serious pressure in the practical area of it. This paper will be based on current CCER regulations and public secondary market information to discuss the operation of CCER swapping and give the value＆risk analysis, in order to provide a new solution for the cost reduction of enterprises compliance.
