地方性法规是社会主义法律体系的重要组成部分,对于城市的发展乃至法治中国建设举足轻重。十八届三中全会《关于全面深化改革若干重大问题的决定》强调要"逐步增加有地方立法权的较大的市数量"。对广州市人大及其常委会制定的地方性法规的特色加以分析研究,有利于给其他地方提供可资借鉴的经验。相对而言,广州市地方性法规具有立法领域较为宽广、多部立法全国率先,积极完善审议制度以及不断改进立法听证和重视立法的改和废的特色。

Local regulation is an important part of the socialist legal system ,which is also important for the develop-ment of the city and the construction of rule of law in China .To analyze the characteristic of the local regulations by the NPC and its Standing Committee in Guangzhou city is useful to other local reference .Relatively speaking ,the lo-cal regulation of Guangzhou city has a wide legislative field and many regulations which are the first across the na -tion;it actively improves the review system ,constantly improves the legislative hearing and much attention to the a-mendment or abolishment .
