The Brief Analysis about Scientific View of Talents

人才问题关系到国家兴衰、民族强弱、政党存亡。强国的兴起都与成功的人才战略有着密切的关系。当今世界,以经济和科技实力为基础的综合国力竞争越来越激烈,而这种竞争很大程度上是人才的数量和质量之争。人才是第一资源,人才对于经济社会发展的基础性、战略性、决定性,都体现出人才资源是重要的战略资源。而我国尽管有着丰富的人力资源,但是还存在着人才资源不丰富、人才队伍素质不高、人才资源分布失衡等缺陷。

Talent problem is related to national rise and fall, national strength and weakness and survival and downfall of political party. The rise of a power has a close relationship with a successful talent strategy. In today＇ s world, the comprehensive national strength competition based on economic and technological strength is more and more fierce, and this competition is talented person＇s quantity and quality largely. This means that talents are the first resources ;talents for the fundamental, strategic and conclusive qualities of social development suggest that human resources are important strategic resources. Although our country has its rich human resources, there also exist some defects such as human resources are not rich, the personnel quality is not high, the resources distribution of talent is unbalanced and so on.
