摘要
绩效管理是由私人部门率先运用,西方政府为提高执政能力以及解决财政危机,从私人部门引进绩效管理。引进之初,其追求效率和结果的理念在一定程度上解决了政府所面临的危机。同时,绩效管理本身所具有的工具理性及管理主义的性质,使政府背离了公共价值取向,与公民社会发生了一些矛盾。通过分析政府绩效管理的目标,指出现存政府绩效管理所存在的问题,总结出以公共价值为导向的政府绩效管理的必然性,提出以公共价值为基础推进政府绩效管理的建议。
Performance management was first adopted by the private sectors. In order to enhance the ruling ability and solve the financial crisis, the western governments introduced the performance management from private sectors. At the same time, the performance management itself has the instrumental rationality and the nature of managerialism, which makes the government deviate from the orientation of public value and causes some contradictions in civil society. The first part of the thesis analyzes the government's target of performance management, the second part points out the problems of government performance management, the third part summarizes the necessity of government performance management, and the last part puts forward the advice on how to promote government performance management based on the public value.
