促进中小企业科技成长的制度因素探析——金融支持政策的比较视角

Research on the institutional factors of promoting the growth of Small-medium size Enterprises in Technology growth—— Comparative Perspective in Financial support policies

我国中小企业已成为国家发展高科技产业、建立区域甚至国家创新体系的重要参与主体,他们不仅是推动区域产业升级、提高区域经济的综合竞争力的重要力量,而且众多的中小高科技企业以成长迅速、机制灵活、发挥着日益重要的科技创新的作用,成为拓展新兴产业、促进科技进步的先头部队。我国如何进一步发挥中小企业科技力量对经济增长的强大推进器功能,完善其在吸纳社会就业渠道、提升传统产业改造与升级能力,需要在制度上尤其是金融支持政策上做出制度创新。

Chinese SMEs are the same as the SMEs in Europe, North America , Taiwan, Hong Kong and Macao , which has become an important participant for the national high-tech industry , the establishment of the main region and even national innovation system. They are not only an important force to promote regional industrial upgrading, improve the comprehensive competitiveness of the regional economy , but also a new function for a large number of small and medium high-tech enterprises to grow fast, establish the flexible mechanism, and play an increasingly important role in scientific and technological innovation. Therefore it leads to expand emerging industries and improve the science and technology. How to develop further the powerful promoting function from our technological capability of SMEs to the economic growth, complete its function in enlarging the employment and enhancing the transformation and upgrading capabilities of traditional industries. The innovation shall be made in policies especially in the institutional financial support policies. The thesis brings out the suggestions in policies for the development of SMEs based on the policies support experience from the related countries or regions.
