第二次土地调查权属调查与地类调查因各类原因不一定完全吻合,为保证各级行政界限与图斑边界的一致,本文提出以最底层地类图斑为基准,参考各级行政界限进行调整,在保证县级界线不变的情况下,兼顾数据整理效率,实现了各级行政区与地类图斑边界的套合。

The bounders of administrative division and land groups do not match each other for various reasons, in order to solve these problems the paper suggests the adjustment of the bounders should lake the land groups as foundation, which can keep the bounders unchanged and the proper efficiency of data disposal.
