摘要
教师流动是指教师放弃本职业进入其他行业或者由一所学校转入另一所学校的职业转换或工作空间变更现象。调查发现,当前,海南省中小学存在优秀中青年教师、农村教师和民办学校教师流失严重,教师队伍缺乏有效交流和合理流动机制等问题。中小学教师的无序流动导致优质教师资源过于集中,不利于教育的均衡发展。政府应当对教师流动予以宏观调控,建立起教师定期交流机制,引导区域内教师合理流动,实现优质教育资源的均衡配置。
The unordered flow of primary and middle school teachers has led to the excessive concentration of high-quality teachers, which is not conducive to the balanced development of education. Therefore, the government should regulate and control the teacher flow in a macro-manner as well as establish a regular interflow mechanism for teachers so as to guide the rational flow of teachers within a region and to realize the balanced allocation of high- quality educational resources.
