社会转型期,幼女性侵害案件倍增。幼女性侵案件具有隐蔽性强、受害者年龄低、犯罪手段多样、危害后果严重等特点。这类案件产生的原因主要有监护人疏于监管、性教育与安全教育缺乏、法律惩罚力度轻、社会道德沦丧等因素。要保护幼女的权益、维护社会的稳定与和谐,必须加强监护人的监护职责、加大刑罚的惩处力度、加强法律和安全教育,完善未成年女性受害者的救济措施、实施性犯罪者的信息登记与公示制度,最大限度的减少犯罪。

During the period of social transition,underage girls sex offense cases doubling.In such cases,the victim has the frequent cases of low age,criminal means diversity,harm serious conse-quences etc..The cause of the problem,mainly Guardian lax regulation,education and safety educa-tion,lack of legal penalties light,social morality and other factors.To protect the rights and interests of underage girls,maintain social stability and harmony,we must strengthen the guardians guardian-ship responsibility,increase the punishment penalize strength,strengthen education,perfect the ju-venile female victims relief measures,implementation of the perpetrator registration information and publicity system,to maximize the reduction of crime.
