马克思主义视阈下我国政府购买社会组织公共服务的理论逻辑

政府购买社会组织公共服务是弥补政府和市场不足的有效途径之一,有利于提高公共服务质量和效率,促进公共服务均等化。然而,国内学术界对于这方面的研究目前主要集中在论述和阐释西方学者言论学说,对于政府购买社会组织公共服务在社会主义制度下存在与发展的理论基础还没有一个清醒的认识。事实上,购买社会组织公共服务是国家与社会二重化的必然结果,是国家向社会放权的具体方式之一;有利于社会主义国家公平正义的实现,推动社会发展;也是马克思主义人本观的本质要求,有利于为每一个人的全面发展创造良好条件;是马克思公共服务理论在中国的具体实践。

The government purchase of public services from social organization is one of the effective ways to make up for the shortage of government and market.It＇s conducive to improve the quality and efficiency of public service and promote the realization of public service equalization.However,the primary concern of domestic academia is the research of western scholar ＇s theory viewpoint.They haven＇t yet conducted a systematic study about the theoretical basis of the government purchase of public services from social organization under the socialist system.In fact,the government purchase of public services from social organization is the inevitable result of the separation of state and society,is a form of the country delegate powers to the society.It＇s helpful to the realization of social fairness and j ustice of the socialist countries and can promote the social development.It＇s also the basic requirement of Marxist humanism and can create a good condition for each person＇s full scale development.It is the concrete practice of Marx＇s theory of public service in China.
