摘要
目前我国的公共就业服务面对诸多发展难题,仅依靠政府供给公共就业服务已难以适应快速发展的社会需求,协同治理为我们提供了一种新思路,即政府、企业、非盈利组织、公民个人等都作为参与主体,协同解决这一难题,实现共同治理。在公共就业服务领域引入协同治理,具有可行性,符合现代公共服务供给机制的发展趋势,适应我国公共就业服务供给的发展现状。运用协同治理理论,改善我国公共就业服务供给机制的实现路径为:改善外部治理环境;建立内部治理机制;加强治理的监督力度。
At present, China's public employment service is faced with many challenges. Only relying on govern- ment provision, public employment service can not meet the rapid development of social demand. Collaborative governance is a new idea: government, businesses, non-profitable organizations and citizens are all participants. They cooperate to solve the problem so as to achieve co-governance. It is flexible to introduce collaborative governance to public employment service, which is the trend of supply mechanism of modern public employment service. Collaborative governance could adapt to the development of the supply of public employment service. Based on the theory of collaborative governance, in order to improve the supply of public employment service, it is important to improve external governance environment. It is still vital to establish internal governance mechanism. It is also essential to strengthen supervision governance.
