基于空间一致性的城市规划实施评价研究——以杭州市为例

Implementation Evaluation of Urban Master Planning Based on Spatial Consistency——A Case of Hangzhou

在城市快速增长背景下,本研究以杭州为案例,运用GIS的空间分析技术,初步构建基于空间一致性的规划实施评价方法体系,多维度评价杭州市现行城市总体规划对城市发展的空间引导与管控效果。不同维度的评价表明本轮城市总体规划在控制城市增长,实现城市空间有序管理方面并不成功。主要表现在:1杭州市城市扩展呈现多中心离散开发格局;2大量产业用地超出规划范围,成为推动城市向外扩展的动力。在外部政策、社会经济发展影响下规划预测出现偏差,政策调整及反馈不及时是影响规划空间管控效果的主要因素。

Under the background of rapid urbanization, urban space layout is affected significantly by rapid increase in population and high-speed economic development. Rational guidance and regulation of urban planning is particularly important to urban growth management. Taking Hangzhou as a case, the planning implementation evaluation method was established based on spatial consistency system by employing the GIS spatial analysis technology and then, it was used under different scales to evaluate the effect of Hangzhou urban planning implementation comprehensively. The evaluation outcomes indicate that the expansion of Hangzhou city presents a discrete multi-center development pattern; Considerable industrial land development located out of the planning extent has become the driving force to promote the outward urban sprawl. In general it is ineffective for the current urban master planning to regulate urban growth and achieve the orderly management of urban space.
