摘要
"镇管社区"经历了从单一试点、多元试点到全面试点三个阶段,20年的试点探索初步形成了具有地方特色的治理结构模式。这一模式在发展形塑过程中的主要特征是社区实体化运作、非行政化、精细化服务、多元共治、不设固定模式等。社会治理理念下的"镇管社区"还存在"镇管社区"生命周期长短;如何做实社区;社区的"分类管理"与"一镇两制";镇与社区关系等问题需要进一步讨论。
Town managing community has gone three stages from a single pilot, multiple pilot and full pilot.It has initially formed with Pudong characteristics during nearly 20 years of exploration. This model in the development process of has shaped the main features, which are community real operation, non-administrative, fine service, governance of pluralism, no fixed mode, and so on. There are still some issues to discuss.For example： it is long or short about its life -cycle？How to solid communities？ How to category management and “one town, two systems”？ what is relations between the town and community？ etc.
