摘要
从保障生产运行稳定、预防人员伤亡事故、促进经济效益提升三个方面,论述了采油厂推进事故预防与风险控制工作的意义。并从培训宣贯、安全管理、目标化管理、特殊作业管理、安全技术应用、安全文化建设等六个方面对事故预防与风险控制的方法和途径进行了论证,通过扎实推进事故预防与风险控制工作,能够营造安全的生产环境,构建稳定的生产运行机制,实现采油厂"有质量、有效益、可持续发展"。
This paper discusses the importance of accident prevention and risk control from three aspects including keeping production and operation stable,preventing casualties and promoting economic benefits. It also demonstrates the methods and approaches for accident prevention and risk management from six aspects covering training and implementation,safety management,MBO( management by object),management of special operation,application of safety technology and safety culture construction. By promoting accident prevention and risk control work,a safe production environment can be created and stable operation of production can be achieved. And these can help to realize the quality,beneficial and sustainable development of the Oil Production Company.
