Risks and Challenges in the Current Cross-border Flow of Population in China

跨境人口流动是国际经贸发展的必然结果之一。在开放经济环境下,跨境、跨国人口流动是不可避免的现象。在不妨碍社会成员之间平等顺畅交流沟通、当地主流社会能牢固保持社会规范共识与既定政治权威的前提下,一定程度的多民族混居将通过与外界建立更为广泛的联系而有利于发挥该国、该城市的经济活力;但任何事物都是一分为二的,开放经济绝无可能例外,国际人口流动对社会治安的压力和对国家政治统一的潜在与现实冲击就是其不容忽视的副作用之一。为求长治久安,我们必须直面现实,在制定人口、教育、民族、宗教、城市发展、国际经贸谈判等项政策和目标时,必须将跨境人口流动的因素及其长远影响纳入考虑。

Cross-border flow of population is one of the inevitable results of the development of international economy and trade. In the open economy environment, cross-border and transnational migration is an inevitable phenomenon. Upon the condition that the equal and smooth communication among social members will not be hindered and the local mainstream society can firmly maintain the social norms and consensus and established political authority, multi-ethnic communities, to some degree, will be conducive to increasing economic vitality of the city and the country throughout a more extensive link with the outside world; but every coin has two sides, and the open economy is never an exception. One of the side effects of international migration is the pressure it poses on social security and its potential and existing impact on the national political unification. To attain long- term stability, we must face the reality squarely and take into consideration the cross-border flow of population and its impact in the long run in formulating policies relating to population, education, ethnicity, religion, urban development and international economic and trade negotiation.
