移民法则(规律)是人口迁移理论的核心内容之一。中国移民历史是世界移民大历史的重要组成部分之一。迄今为止,中外学者有关移民法则的研究已取得了相当丰硕的成果,而从中国移民史中总结的诸多"移民法则"具有十分独特的意义与价值。20世纪以至于今天的中国,同样处于一个"大移民"的时代,出现的移民运动特征与影响不仅印证了移民法则的客观作用,也以实际案例大大丰富了以往移民法则(规律)的内涵与表现。这些移民法则(规律)不仅是中外历史中移民运动发展状况系统性、规律性的全面总结,同时具有强烈的现实借鉴价值与警示意义,对于规范当前移民工作,以及预测未来移民发展趋向与潜在问题都有着不可或缺的参考价值。
