甩挂运输的瓶颈及其健康发展——以烟台打捞局甩挂运输为例

交通运输部烟台打捞局探索发展出了独具特色的滚装船甩挂运输模式,在烟台至大连航线中(以下简称烟大航线)极具竞争优势。本文介绍了烟台打捞局甩挂运输的发展历程,对其产生的安全、节能环保、降低成本和推动产业升级等良好的经济和社会效益进行了研究,并对烟台打捞局作为试点单位以来面临的问题提供了政府和企业层面的合理化建议。

Yantai Salvage Bureau of the Ministry of Transport developed unique ro -ro ship drop and pull transport. It has a highly competitive advantage in Yantai to Dalian routes. After introducing its development, this paper studies the good economic and social benefits brought by drop and pull transports in such areas, such as safety, energy saving, environmental protec- tion, cost reduction and industrial upgrading promotion. This paper also gives countermeasures at the levels of government and enterprises so as to solve the problems faced by Yantai Salvage Bureau as a pilot enterprise.
