河北省公共文化服务体系创新研究

Research on the Innovation of Public Cultural Service System in Hebei Province

对河北省公共文化服务体系建设所取得的成就以及存在的问题进行了深入的分析,提出公共文化服务体系模式的几点创新:一是,建立内生型多元互动公共文化治理模式。二是,提出了实现创新路径,即供给主体的创新,使公共文化服务建构主体多元化。三是,投入机制的创新,即公共文化服务体系建设投资主体多元化。四是,政府投入方式的创新。五是,运行机制的创新,即构建上下信息畅通,质量水平提升,互动参与度高的公共文化服务体系运行机制。此外,还对河北省公共文化服务体系的创新保障机制提出了相应的建议。

This research makes a deep analysis about the achievement and problems in the construction of the public cultural service system in Hebei Province, coming up with the innovation mold of the public cultural service system and the methods of implementing the innovation. As far as the innovation mold is concerned, it is to establish an endogenous public cultural governance mold with multiple interactions, and the methods to implement the innovation include three aspects, the provider, the investment mechanism, and the operating mechanism. The provider and the investor of the public cultural services should be as multiple as possible, and the government＇s investment should be made in an innovative way. What＇s more, an operating mechanism of the public cultural services also needs to be constructed in which, between superiors and subordinates, information is smoothly conveyed, the level of quality is promoted, and the engagement of interactions is well proceeded. In addition, this paper puts forward the corresponding suggestions about the guarantee mechanism for the innovation of the public cultural service system in Hebei Province.
