信任:建立政府与大学新型关系的路径

Trust: The New Path to Establish a New Relationship between Government and Universities in China

建立新型的政府与大学关系是中国教育体制改革的重要内容,而信任作为一种理念和机制,为建立新型的中国政府与大学关系提供了新思路和新路径。文章基于信任的视角,以确立大学的公务法人法律地位为前提,以完善立法、厘清政府与大学权责边界为关键,从而建立和完善高校社会问责制,确保政府的权益成为制度保障,同时提出了建立新型的政府与大学关系的对策。

In China, relationship between government and universities is important content of educational sys- tem reform. The trust, as a kind of idea and mechanism, provides new ideas and new paths to this new relation- ship. This paper discusses universities legal status on public aspect based on the perspective of trust, which also at- tempt to display the idea of how to improve the legislation, clarify on boundary of right or responsibility between both government and university. In fact, to establish and accomplish the social accountability system of colleges and universities is an institutional guarantee which will ensure the rights and interests from government on the education- al aspects. Consequently, finally, this paper puts forward the countermeasures to establish new form relationship between Chinese government and Chinese universities.
