摘要
20世纪中后期,英国、芬兰多科技术学院的不同发展路径,既归因于其社会经济发展水平、人口变动、文化传统、改革当局利益诉求和改革方式的不同,又受到学校权责划分、沟通机制、经费来源、质量评估等教育制度设计差异的影响。我国在当前高等院校分类管理和结构调整改革背景下发展应用技术大学,应当借鉴国际做法,在充分关注上述影响因素的同时,结合全面深化改革的系统性要求,走有中国特色的发展之路。
Differences between the UK and Finland in polytechnics development in the late 20th cen-tury were attributable not only to differences in the social and economic development level,population change,cultural tradition,and political reform vision and mission,but also to educational system differences,including power and responsibility division,communication channels,funding sources,and quality assessment.In the process of reforming the higher education structure and developing universi-ties of applied sciences,we should take the road with Chinese characteristics by considering the above factors and the requirements of deepening the comprehensive reform.
