基于可拓理论的农村生态水电可拓评价模型应用实践

摘要 针对农村生态水电建设的评价问题,提出了一种可拓评价模型。在调研基础上,通过影响因素分析,并结合农村水电站的自身特点,选取了环境、资源、社会、经济及管理等4个方面的13个指标,建立了评价指标体系。结合可拓评价理论建立了可拓评价模型,并采用层次分析法对权重系数进行修正,使评价模型求解更具客观性。以浙江省丽水地区为例,选择了15个典型水电站进行综合评价获得结果向量和生态综合影响指数,评价结果符合实际,实例验证了评价模型的合理性、可操作性和可拓性。 Aiming at the problem of evaluation of Building Ecological Rural Hydropower, proposed an extension evaluation model. On the basis of the research, through analysis of influence factors, combined with the characteristics of the rural hydropower station, the 13 indexes in 4 aspects of environment, resources, the social, economic and management, establishes the evaluation index sys- tern. Combining extension extension evaluation model is established. The theory of evaluation, and uses AHP method to revise the coefficient, the more objective evaluation model. Taking Zhejiang Lishui area as an example, selects 15 typical hydropower station comprehensive evaluation results vector and ecological effect index, the evaluation results accord with the actual case, to verify the rationality of evaluation model, operability and extensibility.
