港区船舶溢油应急联防设备库选址优化研究 被引量:5

摘要 为优化港区溢油应急联防设备库选址,以层次分析法(AHP)计算船舶溢油事故风险准则下的参与溢油应急港区的权重,进而构建以加权距离最小为目标的港区溢油应急设备库选址优化模型。采用遗传算法对其求解。将模型应用于舟山港6个港区的溢油应急联防设备库选址。在船舶溢油事故风险评估的基础上,以AHP计算得到风险准则下6个港区的权重排序,最终解算的应急设备库优化选址为1号港区。结果表明,加权距离最小化的优化选址模型考虑了风险准则下的港区权重,其求解的港区溢油应急联防设备库选址方案较好地符合实际风险管理需求。 For optimizing location of ship oil spill emergency equipment depot, weights of port areas under risk criteria were calculated by AHP, and an optimal location model aiming at minimizing the weighted summation of distances was built. The model was solved by genetic algorithm. It was used to locate a depot for six areas at Zhoushan port. Weights of areas were obtained by means of AHP on basis of ship oil spill risk assessment. Finally No. 1 port area was indicated as optimal one. The results show that optimal location model minimizing the weighted summation of distances with conderation of weights of port areas under risk criteria makes the location plan satisfy relatively better with practical risk managemengt requirements.
