外文图书供应商评价标准探讨——以国际关系学院图书馆外文图书招标采购为例

Discussion of the Evaluation Criteria of the Original Foreign Language Book Suppliers:A Case of Foreign Language Books Acquisition in the Library of University of International Relations

通过介绍北京市场上常见的6家外文图书供应商的资质、经营方向、特色、优势、市场份额、发展目标等情况,说明我国目前外文图书供应商的经营现状和服务水平;根据实用性和准确性原则研究外文图书供应商评价标准的着重点,并以国际关系学院图书馆2013年招标执行情况为例,探讨在招标时对外文图书供应商采用综合评分法的评价标准;制定详细的外文图书供应商评价指标,并通过履标评价验证所选外文图书供应商的准确性,对图书馆通过招标选择外文图书供应商具有参考价值。

Through the introduction of several original foreign language book suppliers in Beijing, we can be aware of their qualification, management direction, characteristic, advantage, market share, development object, and their man- agement and service level. According to the principle of practicality and accuracy, this paper focuses on the evaluation cri- teria of the original foreign language books supplier. The comprehensive scoring method is used in the bidding of the origi- nal foreign language books based on the library of University of International Relations purchasing books by bidding in 2013. We set up the evaluation index of the original foreign language books supplier who perform the bid document and verify the index by performance standard. It can provide reference for libraries which select foreign language book suppliers by biding.
