The scientific and technological progress, the the great appeal of information, the development of Internet, and the changes of reading form, have jointly created the shallow reading time. The public library should not only analyze the causes of this phenomenon by using dialectical method, but also perform its own functions to practice the reading mission, and at the same time, continuously deepen and refine the services, and provide more diversified services for readers.
