摘要
在高校教师继续教育政策实施过程中,执行主体的政策执行逻辑对政策执行效果有着重要影响。现实中,政策实施主体的强制性执行逻辑与政策接受主体的功利性执行逻辑之间存在割裂与冲突,导致政策执行效果不佳。因此,对政策执行的改进需要从制度上构建两类主体间有序合作的运行机制,从理念上实现执行思维由统治管理到治理善治的转变。
In the university teacher continuing education policy implementation process, the implementation logic of the policy implementers has important influenceson the policy implementation effect. In the reality, the compulsory implementation logic of the policy implementer and the utilitarian logic of the policy accepter have separation and conflicts, and cause the inefficacy of policy implementation. The policy implementation improvement needs to be constructed underan ordered and cooperative operation mechanism, in order to realize the transformation of implementation thinking from domination to management.
