公安机关复合型警务机制改革实践与探索——以广西柳州市公安局为例

Practice and Exploration of Compound Policing Mechanism Reform in Public Security Organs:A Case Study of Liuzhou Public Security Bureau

柳州市公安机关复合型警务机制改革经历了摸索、规范和深化三个阶段,取得了显著成效,路面"两抢一盗"案件大幅下降,社会面防控能力全面加强,为民服务活动特色鲜明。但还存在交巡警业务深度融合不够、管理体制不顺、激励和监督制约机制不够完善及协警待遇等问题,应继续深化改革,理顺管理体制,创新联勤机制,优化工作机制,落实从优待警,加大警务保障力度,全面提升人民群众的安全感和满意度。

Compound policing mechanism reform in public security organs of Liuzhou witnesses three stages： exploration, specification and intensification, contributing to a significant degrease in the number of the cases of ＂ robbery, grab and theft＂, comprehensive enhancement of the social prevention and control ability and distinct characteristics of the service for the people. However, there are some problems such as inadequate in-depth integration in patrolman, deficient management system, inappropriate incentive and supervisory mechanism, deficient incentive and supervisory mechanism and the treatment for auxiliary police. Accordingly, efforts should be made to deepen the reforms, rationalize management system, innovate the joint service mechanism, optimize working mechanism, practice favorable treatment for police, and strengthen guarantees for police services so as to improve the people＇s sense of security and satisfaction.
