An Analysis of Cross-district Relatively Collaborative Investigation Mechanism:A Perspective of Counterterrorism

为淡化侦查协作中的人为因素影响,部分地区在传统侦查协作的基础上实施了相对协同侦查机制。面对反恐怖斗争的严峻局势,相对协同侦查更高层次的合作外驻型相对协同侦查机制应运而生。着眼于外驻型相对协同侦查机制中的主客观方面的问题,应从人的因素和物的因素两方面着手,从教育培训、考核制度、情报、装备等方面来发挥外驻型相对协同侦查机制的战斗力。

Relatively collaborative investigation mechanism is put into practice in some areas on the basis of traditional criminal collaboration in an effort to fade out man-made effects in criminal collaboration. The tough tensions of anti-terrorism struggle gives birth to higher level cross-district relatively collaborative investigation mechanism. In light of the subjective or objective problems arising in cross-district relatively collaborative investigation mechanism, efforts should be made, from the aspects of man-made factors and objective factors, to give play to the battle effectiveness of cross-district relatively collaborative investigation mechanism in terms of training, assessment system, information and equipment, etc.
