摘要
通过梳理信息主权的历史源流、概念、分类及公共性特征,试图剖析出信息主权作为法治中的权力不同于传统主权的新内涵。当信息主权遭受信息霸权的挑战时,其法律界定便于厘清国家、非国家行为体和公民在信息主权中的各自角色,具有深远的理论和实践意义。
By reviewing the history, origin, concept, classification and public characteristics of information sov- ereignty, the differences between the information sovereignty, as power in the rule of law, and the traditional sovereignty are analyzed. When the information sovereignty is attacked by the information hegemony, the legal definition of the information sovereignty helps to clarify the roles of the country, the non-state entity and citizen, which has profound theoretical and practical significance.
