This paper proposed the design concept of Railway Material Catalog Expert Consultation and Management Information System,described the operation processes and system data structure for the procedure of expert answering question giving advice.The function and theory of core modules were introduced.It was with important meaning on the development of railway materials catalog and expert consultation mechanism construction.
