In the late 19th century and the early 20th century, many social problems arose with the economic development and the coming of the society-transitional era of America. Corruption went around, social conflicts grew sharply, environmental problems were becoming more and more serious, and interpersonal relationship was becoming more and more abnormal. To tackle such problems, people of all walks of life began to take actions. A pioneer force was gradually accumulating around the public press led by governments of all levels. Such a processing mode may be of benefit to other countries in the social-transitional period.
